Setting Outlook to Launch on Today Screen

We have a new requirement to launch Outlook with the Today Screen shown by default, as they want to push people to see this first and make it go to a URL.  So I searched high and low across the internet and all I could find were VBScript solutions, so in steps Process Monitor (gotta love this tool!).  The registry settings I found are below for both Outlook 2010 and 2013.
 
Outlook 2010 – Set it to launch to Today Screen and then add custom URL for today screen
